Security Grievance from one of the residents of Geetanjali Enclave.

“ Poor security service in Geetanjali On 18th November in the evening someone reached on my roof and stole all the taps from the bathroom with in minutes. Next day In the morning I informed the guard on gate no.3 about the incident and asked him to send the supervisor to my home. But no one paid any attention .I pay security charges regularly. This irresponsible way of the security staff shows how unsafe is our colony. Any body knows about the security committee members “

It is sad to see that residents are not even aware of the security committee members and their phone numbers  ?  I am attaching the latest circular from the security committee where committee has started distributing the car stickers to ONLY residents who are paying security.

We were promised long time back in security meeting that all the receivables from residents and the expenses details will be uploaded on internet. So far nothing on this front ? Lot of people have failed to understand their security collection calculations. Is it per plot / floor / kitchens / family etc etc

Why security committee and also our Lok Sewak Society are so afraid to work  transparently ?

Geetanjali Enclave Security 2014 : Pay or NOT to Pay?

Enclosing the circular issued by security committee demanding Rs 5000/ for Jan-Dec 2014.

We all should pay this money but not without getting answers to some basic questions?

Money – Collection and utilization

1.    NO Policy exists as to how security money will be collected & disbursed?  Also that

a.    Is it per plot, floor wise, separate unit, Tenants etc?

b.    What shall be the areas of concern that shall be taken care by the security

c.    What are key features of SLA ( service level agreement) and is there is any penalty clause for not performing

d.    No details on how the security will be provided to the main road plots.

2.    During FY 2012-13, there was a collection from 130 residents and that was close to Rs 8 Lakhs, how this money was spent?

3.    Why the list of 130 residents was NOT shared & the collections details? This should be available on internet

4.    Why is it that the defaulters share is to be borne by limited few who readily provide their contributions?

5.     In the past unfairness in collections had happened for eg. Where more than one residents are residing in a building of 3 floor each, one paid Rs 6000/- and the other ended up paying Rs 18000/- as there is no uniformity in policy & fair guidelines for collecting the security charges.

Colony Entry

6.    Rs 80,000 were spent on 10 CCTV’s installations and they worked for hardly 2 weeks during last quarter of 2012. No bills, warranty documents exist at that time.  Now again there is a claim in Dec. 2013 that all 9 CCTV’s are functioning. But as on date one can vouch that the CCTV’s have again gone non-functional.

7.    Monitoring of service providers and builder suppliers is still not transparent. Moreover the policy is also not circulated & clear.

AGM 2012 Minutes of Meeting & Responses

SUB: - Issue of necessary directions to management of Lok Sewak C.H.B.S               (Geetanjali Enclave) Reg No of Society- 1925/H.B

Ref. No.AR (South)/1925/H.B/Coop./878 dated 21/9/12

1)   Vide your above mentioned letter; directions were issued to the M.C. for recording the minutes faithfully of AGM which took place on 23/9/12. We are sorry to report that as per the past practice the minutes of the meeting are NOT AS PER THE PROCEEDINGS which actually took place.

2)   Comments on the minutes of AGM as received by us on 5/10/12 from M.C:

a.    Community Hall cum Club: It was stated by members but is NOT mentioned in the minutes that apprx. 30 Lakhs have been spent on TEMPORARY STRUCTURES without any building plan sanctioned by MCD. In fact what has so far been constructed is PERMANENT STRUCTURE.

b.    Security arrangements; Members pointed out that as per section 25 of DCS ACT 2003, members cannot be declared as Defaulters since there is no provision for payment of annual subscription in the bye-laws of the society

Members stated that in section 102 of DCS rules 2007, Para 2, it is clearly mentioned that “General Body shall frame the regulations … “. It may be pls noticed that NO General Body meeting comprising of members & residents has been called prior to starting of security in the colony w.e.f 1/4/2012 only

We are enclosing circular dated 8/7/2012 from one resident who is NOT a member of society stating “Security has been started w.e.f 1/4/2012 “

Thus the security is being managed by non-members & Lok Sewak Society has NO direct say in the matter.

The above details points out the MALAFIDE intentions of M.C for declaring members as Defaulters. Action for declaring Defaulters is simply to ensure that there is NO FAIR ELECTIONS in Nov’12.

Members pointed out that 3yrs ago in the last elections that 76 members were declared Defaulters and the present M.C got elected unanimously.

Thus NO ACTIONS has been taken on the residents of the colony who have not paid the security charges for last many years till date.

c.    Convenient Shopping Centre in front of Block C: Members present in meeting were shocked to note that this important issue was NOT in the agenda item of AGM. Inspite of huge expenditure on litigation, stay order has been granted by high court but still members failed to understand that how the corporate office started functioning in that premises.

Thus AGM was held in chaos & ended abruptly. The minutes of the AGM have been recorded as per wishes of M.C and NOT as discussed by the general members.

Very fact that only 22 members attended AGM including 16 members of MC shows that members are NOT interested in the affairs of the society due to NON-COOPERATIVE attitude of the MC.

What is the problem with security charges?

Few things are not debatable -
1. We need to have security in the colony.
2. Residents should be contributing some money towards the security in the society.

However canceling nominations in elections and debarring people from voting is both unlawful and unmoral -

1. Security charges are collected from both residents and member of the lok sewak society. This is a clear ambiguity, on what basis is society collecting money from non members?
2. You cannot debar people from voting, In india even criminals can vote. Voting is a fundamental and constitutional right.
3. Security charges collection and associated rules do not form part of the society bylaws i.e. Registrar of societies is not informed about this.
4. When 71 members of 126 members are not paying the same, something is definitely wrong.

The latest news roaming around is that we want the security as there is money to be made there . however -
1. This in a way confirms that existing people are making money from it. As there is also reluctance in sharing the details the same is again confirmed.
2. Incase (a v remote possibility) that we get to be incharge of security, there will be very transparent accounting and services. All shall be shared and nothing hidden. How can someone make money when there is complete transparency?

Meeting on security on 14th March

The meeting called by the society today on the issue of the security was a big failure as almost nobody came. Most of the people who came were the executive council themselves. The people are afraid to speak or have given up any hope.

The general word that came out was whether accept whatever we are providing you, or give us a proposal which we MAY CONSIDER. However we have now decided to give a proposal and therefore take the security management from our great executive council.

We have also decided to call another meeting next week where we try and get more views to make the final proposal and submit the same to the society.
